TVDEC Job Description
November 2004The Tri-Valley Distance Education Consortium (TVDEC) director position serves as the coordinator of services and activities for member schools from ESU 7, 10, and 11. ESU 10 serves as the office site and the fiscal agent for the TVDEC coordinator.
As ESU 10 is the fiscal agent for TVDEC, the fringe benefit package is based on ESU 10 salary agreement with the annual salary negotiated between the TVDEC executive council and the TVDEC director. Currently the TVDEC director is considered as an at will employee.
TVDEC director responsibilities include but are not limited to:Meetings - The TVDEC director is responsible for organizing, conducting, and recording minutes for the following meetings:
- Governing Council Meeting - This annual meeting held in September is for all superintendents or their representatives to review TVDEC activity over the past year, approve the annual budget, act upon bylaw change proposals, elect TVDEC executive council officers; and handle any other business as brought forth before the meeting.
- Executive Council Meeting - Representatives elected from the member schools meet on a quarterly basis and/or for special meetings to handle the ongoing business for TVDEC.
- Planning Meetings - Principals, guidance counselors, and/or representatives from schools meet four times during the school year to review class offerings between schools and offered from post-secondary colleges; to assist in creating a class schedule; and to be made aware of distance education opportunities which include equipment changes, grant opportunities, enrichment activities, and training of staff. Currently the makeup of the consortium requires that separate meetings are held each quarter for both the north and south schools.
Technical Support - The TVDEC director is responsible to
- provide technical support for JPEG (north), IP (south), and peripheral IP equipment technology. Responsibility includes resolving equipment failure issues by going to the school or contacting a technician to resolve the problems.
- to review and test new technology that might enhance distance education opportunities.
Budgeting - The TVDEC director is responsible for working with ESU 10 accountant in coordinating the annual budget and monthly receipts and payments. Ongoing budget reports are to be shared with the executive council at quarterly meetings.
Erate - The TVDEC director will work with member schools in supporting their erate application through the approval process.
Training - The TVDEC director will provide distance education inservice.
- The TVDEC director will work with ESU 7, 10, and 11 technology directors in planning summer distance education workshop.
- Upon request, the TVDEC director will provide inservice on distance education for staff.
- Upon request, the TVDEC director will present at local, regional, state, and national conferences about TVDEC distance education program.
Grant writing - Since its creation, TVDEC has been heavily subsidized through grant funding. The TVDEC director is responsible for seeking extra funds that might upgrade, enhance, or replace existing distance education equipment; provide funds for stipends and/or substitute wages for professional development for teachers at member schools; and to provide enrichment or class opportunities that are supported over the TVDEC distance education network. If grants are awarded to the TVDEC consortium, the TVDEC director serves as the administrator of the project which includes carrying out the project plan, managing the budget, and providing end-of-project reports as required.
Cooperative Activities - As the TVDEC director works for TVDEC member schools and ESU 7, 10, and 11, the director will be personally involved within these educational activities.
- State distance education directors meetings.
- State distance education meetings that include the Nebraska Department of Education, Nebraska Educational Television, NITC, and statewide ESU organization.
- ESU 7, 10, and 11 technology and staff development department projects (ie Internet, etc.)
