The TVDEC class offering compensation guideline reads as follows:
a) When an instructor is hired for purposes of providing a distance education class, receiving sites will share in the contractual cost for that class period. An interlocal agreement will be created and signed by contracted parties.b) When districts both send and receive a class between each other, they could agree to no compensation for this exchange of classes.
c) When a distance education class is offered, the sending site may charge a standard rate of $150 per student per semester.
Proposed and Approved Addendum to the Class Offering Compensation Guideline Part C - March 24, 2004 (Justification for this proposal is that schools do not have to record this in their budget as income.)
The class offering compensation fee will be paid to the Tri-Valley Distance Education Consortium fiscal agent - ESU 10 - based on a student count in distance education classes on September 30 (first semester) and January 30 (second semester).
At the conclusion of each semester, a notification will be sent to each sending school that has a positive balance paid into their account.
At the beginning of the next year, the balance of any school's account will be applied (subtracted) to the annual consortium dues.
Example - School A (sending site) sends a class to School B with 5 students in the first semester and 4 students in the second semester. On September 15, school B will send a check to Tri-Valley Consortium for $750 (5 students * $150). On January 15, school B will send a check to Tri-Valley Consortium for $600 (4 students * $150). School A will now have a positive balance of $1,350.
When consortium dues are established for the next year (fall meeting), the positive balance will be subtracted from the annual dues. ie Annual dues are $2,500 - $1,350 balance = $1,150.
If the positive balance exceeds the annual dues amount, the school may request
